Two people busted for bath salts

According to court records today, two people from the area have been charged with distributing hazardous substance with abuse known, which is how bath salts are labeled in court.

Travis A. Howard of Elmhurst Road, 29, is charged with conspiracy to commit distributing hazardous substance with abuse known and misdemeanor bail jumping. The offense dates are listed as 03/20/2014. He has paid $2,300 for bail. His next court date is March 24.

Mr. Howard has an open case from last month with charges of criminal trespassing to a dwelling, criminal damage to property and two counts of disorderly conduct.

Laura J. Kelly of Aniwa, 28, was also charged with conspiracy to commit distributing hazardous substance with abuse known and felony bail jumping. The offense dates are also 03/20/2014. She has paid $750 for bail. She is scheduled to return to court on March 24.

Ms. Kelly also has an open case from last year with charges of maintaining a drug trafficking place, neglecting a child, possessing drug paraphernalia and possessing amphetamine, LSD or Psilocin.

In other court matters today, a hearing took place for Andrew D. Gibney for revocation of a deferred prosecution on charges of burglary, along with charges from other cases including bail jumping, resisting or obstructing an officer, criminal damage to property and theft. He was sentenced to 9 months in jail with credit for 125 days and 2 years probation. He must also pay restitution of $1,743.50 and court costs.

What do does "conspiracy to commit", mean?

I believe they use that terminology when they intercept the package(s) in the mail. It could mean other things too, but, I think that is how it has been worded in other cases.

I wonder how they intercept such packages.. I imagine someone tipped them off

They intercept by having the post offices watch for the return address and name on the packages. When the post master sees a package from that place, they call the police and it goes from there.
There have been a few cases already in Langlade County and a more recent one in Oneida County (Rhinelander) where people have been caught this way.
I am very surprised that anyone around here would even attempt to order the stuff and have it delivered. Not very smart since you would think that word would get around about the post office intercepting.

Funny thing. You get 2300 and 700 dollar bail/bond for salts, nasty flipping, mind altering, zombie producing salts, but for weed you pay 10000 dollars to get out of jail??
